Did you put in sv_lan 0 and sv_region correctly?

sv_lan 0 is to turn off LAN setting. By doing that, you allow people from other locations to see and enter your server.
sv_region can be any of these settings: // 0=US East coast, 1=US West coast, 2= South America, 3=Europe, 4=Asia, 5=Australia, 6=Middle East, 7=Africa and 255=world. So like if you're on the East coast, it would be sv_region 0. This allows for people from your region to see and enter your server. What is the IP that you're giving to people?

That's the IP address to your router. Please do what Mr Bob asked you to do in order to find your external IP and give it to people to connect.
sv_lan is a command that you have to input into your console after logging into rcon.
