You can access it from both.

If that is what you saw on the website that Mr Bob gave you, yes, that would be your IP. So, after setting sv_lan 0, your IP to give to people is 74.83.82.140:27014

i still can find my server in the online tab is that correct or did i mess up? and does this command save itsself defualt or will i have to deactivate it each map?

You have to put it in your server.cfg.

Can other people join and see your server? Did you change the sv_region?
