If anyone is looking for an admin tool, I recommend trying ModernRcon.
I've been using it for about a week and seems to do just what you need in admining a CoD 4 server.
Allows you to kick, ban, set game settings on the fly without restarting...and alot more.

Yes, that is a nice little admin tool. It's user friendly for the most part.. lol
