That's a signal that you don't have Admin, check your admin.ini file, add your STEAM ID again and restart the server.

FORGET PLUGINS!!! and READ this.

Here... goto your cstrike/addons/amxmodx/configs folder and open users.ini file.. and replace everything with this

And where you see "STEAM_1:2:3456789 "" "abcdefghijklmnopqrstu" "ce" ;YouCSNameIFYouWant;;"
Open Counterstike and type "Status" - While in a game, and copy YOUR Steam ID and replace where it says "STEAM_1:2:3456789" And the "YourCSName..." but you don't have to put your name..

And Adding other Admins, look through the A - U and the "abcdefghijklmnopqrstu" is the Acess. So "abcdefghijklmnopqrstu" is full admin and sayd for example "acdef" - is basic Admin so there line would look like
"STEAM_1:2:3456789 "" "acdef" "ce" ;YouCSNameIFYouWant;;"
^^^ Basic Admin.

And if you still have problems, then try reinstalling AMX Mod X or AMX and they try again.. It has NOTHING to do with Plugins

I would be glad to help you and I know exactly what your problem is, now please follow my simple and quick directions...
1. Go to your users.ini file which should be located in the configs folder of your amxmod.
2. Now go all the way down in your users.ini file and put in this code:
"your ip adress" "your password" "abcdefghijklmnopqrstu" "de"
3. Where it says your ip adress please put your ip adress of your computer.
4. Where it says your password put your password.
5. Save your ini file and restart your server and now you have admin commands....
