Need help to find out Y AMX Mod X and meta mod aren't workin ASAP plze !!!

Howdy wht goin on yal well were to begin i have installed the AMX Mod Full Installer 1.76d.exe and I also have Half-Life Dedicated Sever install. U would think it would go smoothly ehhhh wrong the damn installer, when I bring it up to install it automatically it says for the dedicated sever "You haven't used dedicated sever yet. Please start it once before installing AMX Mod X." This is while the sever is up and goin so I shut it down still nothing. AND YES I have gottin the metamod.dll and made a folder for it I believe it is the newest one the 1.19.0.0, yes I just look. I have gone through doin the -dll addon\metamod\dlls\metamod.dll in the properties of the dedicated sever and also my counter-strike property as well. I start a new game up on cs go to the console type meta version and it brings up the version tht I have installed. I am ready to rip my head off well not mine but anyways it is tiring doin all this. And I have tried all the options on the installer the Steam Listen Sever says "You haven't installed any steam games yet. It necessary to do that if you want to install AMX Mod X on a listen sever." Then the Standalone Sever says "You haven't install Half-Life Dedicated Sever yet!" I have even installed an older version of amx to see wht would happen I used to have it installed about 5mnths ago. So I don't know Y it doesn't want to install now could someone help me out I also tried doin it manually too went to amx mod x site and just took the zip file for CS. I have gone around forums to find out Y this is happening and have not come across a similar problem as mine. So PLEASE can someone HELP me, untill this is resolved my other mods wont wrk. Did you install the dedicated server in the default directory (thats the only thing I can think of)

Yes I believe so I let steam put it where it stated to put it which i think that would be the default. It is in my Valve\Steam\SteamApps\<UserName>\dedicated server is the folder it created. I know stupid steam here lately has been doing to many updates like it doesn't want to keep my info on the computer which I have checked to see if I have it stated to keep on computer, which it does have it. The thing I know is about five months ago steam did one of its updates which caused it to go into silent mode and would not come out of it. It took about half of my head going white and about eight hours of searching all my programs plus virus program but found no logical reason for it to go into silent mode. So after removing every bit of data of steam off and keeping it off for five months allowed it to, I guess heal a ltl from what happen. But this whole thing is confusing because the amx mod installer I had installed just fine. It is so frustrating tht it wont install and on top of it it says it does not see any games on there which is werid and now just about 30min ago I had to put my password back in to have steam start. But thanks Watdaflip for trying to help maybe someone else will know or figure out what is doing it. Not evening steam could give me an answer but would not think they would since it is a mod from some other place as they respond. You think they could tell me why it has decided to update so munch doesn't look good for there products and I am not the one that has had problems lately. Friends of mine can not start there games from it saying there are no severs on or saying ticket problems, I know that one is alot of plp problems; pay all this money for the games and they stop wrkin. Ok need to get off this rampage, anyways if anyone else out there can help plze

Right, before you even start, goto server.counter-strike.net and READ how to make a Dedicated server. And DOWNLOAD the FULL Dedicated Server - else AMX / Meta dosen't usually work unless you get the Half-Life Scrips, witch I cannot remember where they are. The Full Dedicated server is like 100MB+ I think and is MUCH better than Half-lifes.
