AMX VIP scripting, need help please!

Here's the gist: I want to create a plugin named VIP. What this plugin does is give the following to people with the appropriate access flag within my server-

- A menu to choose between an m4 or ak package, both of which which contains free rifle, deagle, all ammo full, an He grenade, full armor and defuse kit if they're CT, at the beginning of every round.

- Headshots reward 25 HP while regular kill rewards only 5 HP.

- Headshots reward $500 while a normal kill rewards only $250.

- VIPS are able to negate the AWP limitation I put on the server (which is set to 2 per team now)

If anyone could help me figure out how to do this, I'd give you like... an E-reach around and an E-cup of tea. I've been browsing other sma files for ideas, but I can't figure out how to do what I want... and I'm running out of hair to pull out. lol
