IRC is a type of chat room, though very basic. mIrc is what you need to download and then configure to log in to their channel. It's really easy. If you can't figure it out read the install page at mIrc's web site.

You can either purchase the server, buy admin at someone else's server or have one of your e-buddies give you admin in their server.
