Ok, answer these...

-CS 1.6 or CS:S?

-If 1.6 is it Steam or Non-Steam?
What are the sites you downloaded the mods from, list them so we can look and make sure it's a complete download.

-Are you trying to run the server on a home PC and play on the same computer?

-Did you always use Carange's tutorial to install the mods?
