If you own a copy of Counter-Strike Source, you can get a large portion of the source code. If you start up steam it will be in the "Tools" tab. Its called "Source SDK". If you download that it includes a large portion of the source code for the game (not full, but more then enough to do just about anything with a mod)

Thats the only way i know of to get ahold of the source code. I dont know where/if its available for the original cs or for condition zero
