For one, yes.. that video card is probably the reason why you're getting low FPS.
Secondly, that's your LAN connection. Please test your actual internet connection at:
Download Broadband Speed Test - testmy.net resource / tool. Click "SmarTest" on that.
When it comes to finding out your specs, you can do:
1- Click Run
2- Type dxdiag
That will give you the full specifications of your system.
