Right click on your desktop (or wherever you want to start the server from), create a shortcut. For the location, put the location of the SRCDS.exe (e.g. C:\SRCDS.exe). Then to the end of that add -tickrate 100. So it would look like this: C:\SRCDS.exe -tickrate 100. Click Next, name it whatever you want, then click OK. Then you can double-click the shortcut and start the server with a tickrate of 100. You basically made the equivallent of typing in the DOS prompt C:\SRCDS.exe -tickrate 100.
