i tried to ask at theqclan.com but they wouldn't help me coz they thought i only wanted to do it so i could cheat using admin. one of the people said the same thing as you but then the clan leader said that it wouldn't work and that the only way to do it is to run an ES script to filter it. i have no idea what that means though. i'll copy and paste the whole reply then see is you can help me.

That won't fix commands that originate on the client side. The only way to do it is to run an ES script to filter it, or to interpret client side commands and convert it into a server side originating command.
